Criminals rule everyday life in the problem areas of the Korean capital Seoul. Drugs, gambling, prostitution — all this is part of life here. And yet: The crooks who are up to mischief here day in and day out have one thing in common: They have respect for the law enforcement officer Ma Seok-do (Ma Dong-seok), who always has a snappy joke on his tongue above all, however, with an iron fist, in order to maintain a minimum of order in the district.
